International Monetary Fund
The IMF is an organisation of 184 countries, working to foster global monetary co-operation, ensure financial stability, facilitate international trade, promote high employment and sustainable economic growth, and reduce poverty. The IMF provides loans mainly to address balance of payments or other financial crises in a country. IMF funds are primarily intended to stabilise a country's current account position and are usually used to assist in stabilising the country's currency exchange rate. In addition, the IMF provides advice to governments on how to improve the management of their national economies and manage their public finances more effectively.
- Manual on fiscal transparency
- The IMF has developed an influential Code of Good Practices on Fiscal Transparency which was last revised in 2001. This code is included in the IMF's Manual on Fiscal Transparency
- IMF reports on the observance of standards and codes (ROSCs)
- ROSCs summarise the extent to which countries observe certain internationally recognised standards and codes. The IMF has recognised 12 areas: accounting; auditing; anti-money laundering and countering the financing of terrorism (AML/CFT); banking supervision; corporate governance; data dissemination; fiscal transparency; insolvency and creditor rights; insurance supervision; monetary and financial policy transparency; payments systems; and securities regulation. Reports summarising countries' observance of these standards are prepared and published at the request of the member country. They are used to help sharpen the institutions' policy discussions with national authorities, and in the private sector (including by rating agencies) for risk assessment. Short updates are produced regularly and new reports are produced every few years
- Government Finance Statistics Manual (GFSM)
- IMF, December 2001. This manual provides guidance on the way in which each government is required to submit its financial returns to the IMF. Thus it is the most influential standard for statistical reporting of government finances
